Nicoleta Raluca Hurubeanu is a senior global health leader with over 15 years’ experience designing and delivering large scale public and private health programs across Central America, Melanesia, Southeast Asia and Sub Saharan Africa. She brings deep expertise in health systems strengthening, malaria control and elimination, health supply chains, and results based program management, combined with a strong track record of leading complex, multi partner investments in challenging operating environments.
Nicoleta currently serves as Team Leader for the Australian Government’ Papua New Guinea-Australia Transition to Health (PATH) program, a AUD280 million, 6-year health sector investment. In this role, she provides overall strategic leadership for a portfolio of 18 projects, setting program direction, strengthening performance and accountability, ensuring value for money, and building trusted partnerships with government, donors, implementing service providers, and other stakeholders to translate donor and government priorities into clear strategies, robust performance frameworks, and measurable results.
Previously, Nicoleta held senior leadership roles with Chemonics, where she managed international health portfolios of USD85–90 million annually, and with the Clinton Health Access Initiative, supporting governments on malaria control and elimination, immunisation, and Global Fund grant development. She has worked closely with donors including the Australian Department of Foreign Affairs and Trade, the Global Fund, the United States Agency for International Development, and others, as well as with ministries of health and United Nations agencies.
